It gives you a lower premium each month than the others (most states), if you agree that you will cover the deductible for Part B. Should your premiums for a year come to more than Part B’s deductible, this would be a better deal.
Mutual of Omaha sell other plans as well, and Plan N is one of them. This plan was created for those that would rather pay for a portion of the bill in order to lower their monthly premiums. Under Plan N, your part would be $198 (2020) for Part B’s deductible, your co-payments of up to as much as $20 on each doctor’s visit. Your co-payments will be up to $50 for each visit to the emergency room, including all excess charges under Part B. Doctors can charge up to 15% of total costs (referred to as an excess charge) on anything over the amount that Medicare will cover. Be sure and ask your doctor prior to receiving a statement from them for this, just ask them if they will be charging you for an excess charge.
People that want or need lower premiums appear to favor Plan N, as they also want flexibility that Medigap coverage gives. There are a lot of different locations where their rates are competitive.
